Why the 24/7 line rings his phone
Most clinics that advertise round the clock care send a night call to a switchboard or a duty roster. This one does not. The number on this site goes to Dr. Sarhan, and he is the one who decides with you whether it can wait until the morning or whether he opens the clinic now.
One patient who landed in Dubai with a toothache called him at around 10:30pm and was in the chair at around 11:15pm. That is the service working as intended, not an exception.

Training and approach
Dr. Sarhan qualified as a dentist, with a Bachelor of Dental Surgery, at the Faculty of Dentistry of October 6 University in Egypt in 2005. He has practised in Egypt, Saudi Arabia and the United Arab Emirates since, in general, cosmetic and emergency dentistry.
He has further training in endodontics, which is root canal treatment. That matters at night, because an infected nerve is behind most of the toothache that wakes people up, and an emergency root canal is usually what stops it.
The approach is the same at midnight as at midday: find out what is actually wrong, explain it in plain language, fix what needs fixing now, and be honest about what does not.
